I own numerous steam titles and might never revisit some (like COD:MW3). Would removing the game folders from the specified path affect my ability to download those games once more?

Wouldn't you simply take them off your PC? If you mean deleting them from the game list, the only option is to remove the game from your account, which would require purchasing it again to use.

In Steam:
Library
Right click the game
Manage
Uninstall
It will be deleted from your system and drive, but not from your account.
You can reinstall it whenever you wish.
