Ocing affects various parts, mostly the cpu for many users... But also ram, gpu, even some wifi cards. Its purpose is to enhance whatever part of your system it is. Whether that means your cpu processing and decoding codes more efficiently so each task runs smoother, or your gpu rendering your display faster, or your ram performing similarly to your cpu.
