The processor will track its temperature and reduce speed or power down if it reaches about 100°C.

As of 2/6/2019
Percentages for overclocking at a reasonable Vcore between 1.337 and 1.375 with AVX offset set to 2:
- I7-9700K: 5.2%
- I7-9700K (5.1): 35%
- I7-9700K (5.0): 78%
- I7-9700K (4.9): 100%

Percentages for overclocking at a reasonable Vcore between 1.337 and 1.375 with AVX offset set to 2:
- I7-9700K: 5.2%
- I7-9700K (5.1): 35%
- I7-9700K (5.0): 78%
- I7-9700K (4.9): 100%

yes... if the temperature rises too much the cpu may be harmed
ensure you have a reliable cooler, either water or air, but initially just monitor the temperature
