DBAN isn't as secure as commonly believed, but removing it would make sense. The stickers are a bit confusing in wording rather than just indicating "No Drive."
Regardless, try a fresh one, test it, repurpose it, sell or donate it. It appears to be in good condition visually. I'm curious about what the inside looks like.

The green "unclassified" label remains active during operation. It doesn't mean the drive has been deleted. All our unclass systems feature these labels. Unclassified (green sticker) versus Classified (red sticker).
