Hello. The CPU is running at approximately 35-34. The screenshot from GPU Tweak II shows the GPU settings. Are the driver and BIOS versions up to date?

Hello mate, I’m not a pro but I play World of Tanks with an i5-6600k and 1080ti on a 3440x1440p setup. I get around 120-150 fps, though my monitor is an Acer X34P (120 Hz). My issue in WoT probably lies with the HDMI connection—maybe it’s limiting things. Using the DP port could help, and your monitor might handle up to 60 Hz on HDMI but 120 Hz when using DP. Inside WoT you can adjust your fps limits, so it’s possible you set them too low by accident. Hope this clears things up...

I'm very confident it could be either the cable or an FPS restriction, unless it's related to the hardware.

Hi!
Here are some updated findings. The Wolfenstein performs smoothly, but there are occasional "saw lines" appearing consistently in white, gray, or black tones. These issues tend to show up clearly in those color schemes. I haven't found any guidance on this topic before.
08-09-2019, 22:46:34 Youngblood_x64vk.exe benchmark finished, 1252 frames rendered in 8.703 s
Average framerate: 143.8 FPS
Minimum framerate: 142.4 FPS
Maximum framerate: 145.3 FPS
1% low framerate: 104.9 FPS
0.1% low framerate: 70.9 FPS
I achieved excellent results in Heaven. Running ultra with and without V sync showed only a minor difference of about 5 FPS.
09-09-2019, 10:12:37 heaven.exe benchmark completed, 6793 frames rendered in 106.891 s
Average framerate: 63.5 FPS
Minimum framerate: 0.1 FPS
Maximum framerate: 117.5 FPS
1% low framerate: 0.1 FPS
0.1% low framerate: 0.1 FPS
I recently tested this with all ultra and RTX configurations. During intense scenes, performance becomes quite challenging.
09-09-2019, 17:24:31 Control_DX12.exe benchmark completed, 1958 frames rendered in 89.187 s
Average framerate: 21.9 FPS
Minimum framerate: 0.6 FPS
Maximum framerate: 27.7 FPS
1% low framerate: 0.6 FPS
To sum up, I own the most powerful GPU available, and all other components are also top-tier. What might be the issue here?

Let me adjust my understanding, there is a screen refresh limiter in WoT. But if your display runs at 144 Hz, it can only show up to 144 frames even if your graphics card produces more. Some games allow you to restrict your FPS, for example PUBG Lite offers an option to do so. Besides that, I recommend trying to reinstall your graphics driver. Perform a clean uninstall with the DDU utility and then reinstall, which could be beneficial.

Hi!
I believe I discovered the answer.
The CPU only runs at 0,8 GHz, and I’m confused about it. The base speed should be 3,6 GHz and even with the maximum boost it’s 4,4 GHz (Ryzen 7 3700X).
I don’t know why it took so long to figure this out… I just kept thinking about the solution.
Do you have any advice on how to adjust it to 3,6 GHz? I checked the BIOS settings (802,62 MHz, Temp 34.0 C).
This seems to be THE BOTTLENECK!

I believe your 2080 ti has a defect.
Search for the 1350mhz issue.

The issue has been resolved using the BIOS update. Now I'm getting 3,59 GHz and it's functioning properly at around 3,8-4!
