The game has low graphics settings, but I believed my graphics card could handle it smoothly at least on medium or high levels.

Share your complete PC build details. Edit: just noticed you posted it again. After installing 3060, did you remove old drivers from the previous GPU using DDU? Update the new ones. Are there any settings in YT that need to be disabled for this game? What is your GPU and CPU temperature while gaming? What resolution do you use for other games? How does your FPS look in those? If it's normal, that's a good sign your GPU and CPU are functioning properly.
