Hello everyone,
To provide some context, I switched my current AIO to an Arctic Liquid Freezer Pro III. I had to move around a lot with the fans but everything fit. During installation, I took out my 10700K from its socket to clean it up and then put it back in. I checked for bent pins in the socket and dirty contacts on the CPU, but found none, so I reinstalled the CPU and installed the new AIO. I used the X-method, which I haven’t done before, but Arctic suggested it.

After everything was set up, I removed all components except my CPU, placed one stick of my 2 RAM sticks in the slot as specified in the ASUS Prime Z490-P manual (including the boot drive), and cleared the CMOS using the jumper. Then I started the PC, which showed a BIOS screen confirming the new CPU was recognized. Pressing F1 got me into setup mode. The system identified my CPU as 10700k too.

The only issue is that when I press F1, the computer just stays on a black screen. Anyone have experienced this before?

Update: I realized my digital signal was too strong for the UEFI, so using an HDMI to DVI cable helped bypass the setup screen.

Responding to this for posterity's sake. Sometimes, it's a good idea to use the iGPU instead of the discrete GPU, if you're working with both as the BIOS might default to the iGPU alone. Another instance might be the use of too much mounting pressure, causing the pins to bend slightly and leave you with a no-POST scenario.
For the sake of relevance, when posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
