The greater the amount of RAM, the higher the usage percentage when operating the OS and various applications.
That means with 24GB, 4GB falls within typical ranges.

Another chance is that your motherboard capacitors are deteriorating. They function well under normal conditions but fail when voltage fluctuates excessively. Additionally, does your power supply unit match the time period when you assembled the system? It might be wise to swap it (same reason—damaged capacitors).
