I have an i3 7100, a GTX 1050 Ti with 4GB RAM and 4GB of memory. I used to play GTA V smoothly on a GTX 430, but now I’m experiencing FPS drops in other games. I’m wondering if adding more RAM will fix the issue?

I agree with that. Having more VRAM closer to the GPU and system RAM would help utilize the HDD's pagefile as a virtual RAM. The previous card had 512MB, so you might want to lower the GTA settings to match its original VRAM usage and see if the issue remains. The operating system typically needs around 2 to 3GB of RAM, which leaves limited space for applications. It will try to optimize, but adding more RAM wouldn't hurt. A dual-channel setup with 16GB is now recommended.
