What are the potential causes of this problem?

I am having weird issues with my pc, and I am not sure if this is a ram specific issue or if my GPU is also bad.
I have a refurb RX 580 8gb, and I have seen the following graphical glitches.

I am in the processing of upgrading from my current setup to a Ryzen one, and I already know that my RAM is faulty (memtest showed an error after a few hours)
I can still return my GPU, so I wanted to ask if these issues are GPU specific or most likely RAM related, as my Ryzen parts on which I can test won't be arriving for a while.

Hello rdg1101, thank you for your response. I have tested with two monitors and encountered the same problem regarding the missing image. However, I was able to reproduce the vertical tearing issue on only one of the monitors.
The GPU and PSU are missing. Vertical tearing is present on the monitor.
Given that I experienced this problem not with my previous graphics card (a 7950 using the same power supply), I believe a GPU issue is more likely than a problem with the power supply. I will return it, unfortunately.
Regarding the vertical tearing, I tested with a replacement monitor of the same model and observed the same issue (this strangely occurs when the computer is idle and returns after some time).
It seems unusual that this would affect both monitors.
Could the vertical tearing be a result of the GPU? It is a consistent tear that disappears when I disconnect and reconnect the HDMI cable.
