Your bitrate needs to be slightly lower than half. I think someone suggested it should be about half of the upload speed, though I'm not entirely sure since I haven't streamed before.

Bitrate should fall between 2000 and 3500 based on quality and resolution. A 7500 bitrate is ineffective since only Twitch partners can adjust resolution for viewers. In short, exceeding 3500 bitrate demands viewers with equally fast internet, which most lack. Therefore, you attract more viewers by slightly lowering quality, such as to 2200-2800 for a 720p stream.
