Sorry, but what cooler do you use for your 955 Phenom to maintain its performance? As mentioned earlier, it's not feasible for any processor unit to function below room temperature. It's not impossible—the FreeZone Elite can reach sub-ambient temperatures, but it requires a thermal exchange system and costs around £200, making it impractical. I think they were focusing on core temperatures rather than CPU temperatures, since I've noticed cores running as low as 15°C in the winter.

It is winter time and your system is in an unheated room or
You have a malfunctioning thermal sensor.
Idle temps in an air cooled system (or most liquid cooled systems) will never be lower than ambient air temperature.
And 70C is at the upper range of acceptable for load temps in a Core2 system.
Like acer said, your components will make a big difference. This means everything:
motherboard, CPU, GPU, case, fans, construction choices including cable routing, room temperature.
I think that might be the issue with me

Here the ambient temperature is 38-42C and my PC goes upto 60C while playing BF3.

My 4790k with stock cooler idle's and performing general tasks (such as being on fb, having skype open, downloading a torrent in uTorrent, while watching music on youtube) at 27-30 degrees Celsius for nearly 10 hours without exceeding 35 degrees. My GPU is sitting at 25 degrees Celsius (saphire radeon r9 280x). Both are not overclocked, and I have two standard intake fans, one standard exhaust fan, and one large side intake fan. I just built this PC and am new to it. Are these temperatures acceptable? When I stress the system, it goes up to around 70-75 degrees Celsius.

oh yeah i compleatley forgot about that my computer seems fine and their is no water their, really hot here where i live it was about was 37 yesterday and now it was 39 today way to hot for me and my computer since i dont have good airconditining

I only use a Cooler Master Hyper T2 cooler with my Ryzen 5 2600 and currently idle at 28c under normal conditions. At 55c max during gameplay, it's the highest I've observed. On my 1060 with 3gb RAM, I idle around 35c and reach about 72c during full load. How is your PC cooling performing? What cooler are you using for the CPU? Which thermal paste do you have? These details influence temperatures. Most people agree that lower idle temps are preferred, but load temperatures are more important. Unless you're consistently at 70c or higher while idling, it might indicate a problem with idle performance. I can only give more advice if I know your specifications.
