Before, Genshin Impact consumed a lot of my GPU and ran very smoothly (about 57-60 fps with no noticeable stutters). Now it uses only 83% of the GPU max, but sometimes drops to 15% or 30%, causing significant lag and stuttering (like 51 fps while walking, and 26 fps in battles). This issue doesn’t occur with other games. What should I do?

DDR3 safe voltages range from 1.5V to 1.65V.
Adjusting DDR voltage configurations is typically done via BIOS (standard procedure).
For certain brand prebuilt systems (such as HP, Dell, Acer), these settings might not be accessible.

Are the RAMs the same? The 650 is an old card, when was it last cleaned and repasted? Your system is probably bottlenecked by VRAM. Actually, the Minimum for genshin is a 1030, and a 650 is weaker than that. I do believe you are graphical memory limited. Your GPU drops in utilization because there isn't enough data in the buffer to keep the GPU busy. Its waiting for information and the 1GB of VRAM is not enough. Genshin being an MMORPG, a fair amount of VRAM will be essential.

okay so this is going to be very weird but the RAM sticks are technically the same (same model and all) but they differ in physical size, one is like a low profile version, the other is like a standard version I think, it's specifically a DDR3 PC3-12800 kingston RAM (1600 mhz) The notorius one I'm talking about is the standard sized looking one.
Also about the vram, yeah kinda makes sense, but I'm still kind of confused with the usage thing cause it was consistently at 97%-100% usage before, but I'm actually planning to buy a gtx 1050 from a friend, I at least wanna fix the problem while I wait for my friend to change their graphics card

If that's the sole adjustment, it seems reasonable to suspect this might be the reason.
Display images of the CPU-Z memory and speed sections (upload to imgur.com and share the link).
What make/model motherboard is this? Verify in CPU-Z under the motherboard section.

Appears satisfactory. Consider raising the DRAM voltage for better stability. Begin at 1.55V and test. If no improvement, proceed to 1.6V, continuing up to 1.65V, ensuring you stay within that range.

I'm a bit nervous about voltage stuff, how do I ensure safety? Should I adjust them in cpu-z? And if it's safe, can I just purchase the same exact RAM stick? The low-profile one you mentioned is brand new, while the larger one was recently given to me.

You can confirm what happens when you raise the voltage safely.
