I haven't noticed any problems with the thermals. The stock cooler won't deliver huge thermal gains, but it stays well under the 95˚C limit—perfect. Regarding the CPU slowing down its frequency, that's typical behavior. Try adjusting the Power Plan in Windows to Ryzen Balanced; it didn't help for me. I'm not concerned about it. It could even be unnecessary since power consumption remains unchanged whether you downclock or not. Check the Control Panel → Power Options for more details.

On nearly every machine I use, AMD runs hot. Those numbers seem ideal to me! But I notice an alarm if you've been using Team Blue for a while.

The temperatures are acceptable. For cooler alternatives, there are affordable yet effective options such as the Hyper 212. By the way, I was impressed by your 800W power supply for a system that consumes only about 200W. XD
