Heya tech community!
I'm here to get help troubleshooting a problem that has been buggin me for some time.
So here's a little context:
A couple of months ago i upgraded some stuff rig (everything except PSU/SSD) because my old one was not that up to date.
Also recently I got a RTX 2070.
I thought to myself: "well now I can finally play some games on their max graphics!"
Well I kinda can in most games there's this very inconsistent stutter.
I just want to know what the roots of these stutters are.
Here's a Video-example of them happening in Witcher 3:
(These clips came together from around 30min of gameplay. I of course cut out most of the gameplay, only showing when the stutters happened. At the beginning of the Video I was playing on the lowest settings possible, around the 1:30 minute mark I set them to max. These stutters are not bound to Witcher 3 because it seems to happen in games like Skyrim SE, Monster Hunter World and Hitman too just less frequently)
Also everytime it stutters, it seems to drop GPU usage...
I know that my CPU is hot but keep in mind that its with the 10°c offset and its not throttling.
My Specs:
CPU - Ryzen 7 2700x @ Stock (Auto Performance Boost)
GPU - MSI RTX 2070 Gaming Z
RAM: Corsair Vengance (2x8) 16GB DDR4 @ 3000MHz
MOBO: X470 Aorus Ultra Gaming
PSU:Corsair VS650
SSD:Samsung 830 256GB
Limiting the framerate makes it somehow worse.

Well, there isn't a simple or quick solution, unfortunately. You'll need to conduct some research.

First, I'd look at the temperatures on both the CPU and GPU. This helps identify if overheating or throttling is the main problem. It's usually a good starting point.

Core temperature will give you the CPU readings, while MSI Afterburner or EVGA Precision can show GPU temperatures (you'll need one of these for the next step). Other programs are available, but these are my preferred options. For core temp, you can download the standalone file—it's just an executable that runs without installation, avoiding the included bloatware.

Keep downloading until you find one, then grab the standalone 64-bit version.

After checking temperatures (CPU should stay below 70% in games, GPU around the same, ideally not above 75 unless your room is very hot), and then using Task Manager to see if the CPU spikes to 100%, and also monitoring GPU usage with EVGA Precision or MSI Afterburner—checking for sudden drops can help avoid stuttering or frame drops.

This process will guide you toward a solution.

My temperatures rose to 76°C at the start of the game, but stayed around 70 during play. The drop in usage happened when I accessed the game menu. However, it decreases by about 7 to 12% during stutters (GPU usage).

I can't directly run CPU-Z or capture screenshots for you. However, you can open CPU-Z on your computer and it will display the CPU and memory information. Once you have the details, let me know if you'd like help interpreting them!

I recall stuttering during gameplay with my VS550, which eventually caused random system restarts. I switched it to the TX650m. I believe you should invest in a quality power supply for such an impressive setup. Just saying...Smile

I've heard some negative comments about the VS series.

I've experienced the same issue before. It seems I might have needed to update the graphics card driver. Possibly, the antivirus or another program was also active in the background.

I reinstalled the graphics drivers multiple times, but I didn't realize I needed to verify if these applications were running in the background. Don't worry though, since the system was completely stripped of any antivirus software.
