I usually reach about 100 fps in GTA V using high settings on a 1070 & i5 8400. Since it's GPU limited, a drop to 70 fps on a 1060 doesn't seem too big of a difference. It might be fine for you. Regarding the stuttering, reinstalling drivers with DDU could potentially help.
