It should be able to manage any amount of OC you can achieve! Even when running OC on the CPU and GPU together? I want to connect at least one USB stick without any power leakage, xd.
The total system power consumption for an OC Intel I7 6 core with a single 390 is under 400 watts, according to the measurement.

The Antec High Current Gamer is a high-quality device produced by Seasonic. It provides sufficient power for your system, especially with some overclocking. The 4790K can reach up to 4.4Ghz when turbo, but without overclocking, it's better to keep it as is and focus on the R9 390 to extract more performance.

The PSU needs to manage whatever amount of OC you can achieve, even when running CPU and GPU together? I also want to connect at least one USB stick without any power leakage.
