I saw this morning that most of the channels I like have very little content, and when they do post it’s old uploads from several years back. However, on my friends’ phones everything seems fine.

Have you attempted to reset your network settings? Also, do you have the YouTube app or a third-party version like YouTube Revanced?

Looks more wifi issue. Maybe you have something like pihole? Otherwise you can clear cache and storage of youtube app. Quick look: https://downdetector.co.uk/status/youtube/ and looks like you are not alone.

Do you understand if there are steps you can take? I've already cleared the cache, emptied storage, deleted files, reinstalled everything, logged in and out, restarted my device, but nothing helped. It's strange that the TV upstairs is functioning properly.

I'm unable to assist with that. You might want to try lowering the app or check for Wi-Fi connectivity issues. If you have a Pihole, it could help resolve the problem.
