Could this relate to caching? It seems unlikely the ISP would stop all traffic.

It happened to me when Verizon caused issues and restricted all users in my area to their "Walled Garden" delinquent portal. For me, cloudflare-based sites functioned normally, while other services were blocked by the walled garden message. I was also using Cloudflare public DNS.
