Hardline seemed like a complete addition to BF4 during the testing phase. The game has seen significant updates since then, and the current price looks reasonable—so I’d choose BF4 and skip Hardline.
I hadn't played it for a few months and just did it yesterday...the night and day change after that massive update. Now I know it's officially finished. Yes, it's worth it.
You need to keep in mind it was just a beta version. I'm confident it will change, and Hardline was intended to complement BF4 rather than take its place.
Hardline is expected to cost significantly more when it releases in March. It seems unlikely to justify the price at launch. Apart from a few special features, the core gameplay remains unchanged compared to BF4.
I enjoyed Hardline in the beta since I wasn't constantly hit by tanks and helicopters. The game is enjoyable because it offers a more subdued experience compared to other titles.
