No problem. This setup needs a complete reset and reinstall. I wouldn't rely on him for a legitimate license code. Only a full refund is available.

Unless you have something in writing which states that you will receive a new Windows 10 Pro license (not just an install), you're out of luck. The guy can just as easily say, "No. I charge $150 to install Windows. An actual license is going to be $140 more."

Of course, legal issues might not be serious and the odds of recovering money are low no matter what path is chosen.
