I used a 970 xtream and was adjusting it with guru 2 and heaven benchmark open. I kept tweaking it until it stabilized, but when I switched to CS and got over 400fps on a 144hz monitor, my performance dropped to just 20fps. The heaven benchmark score fell, and other games were running poorly. I reinstalled guru 2 and reset all profiles to defaults, but the issue persisted.

I’m unsure which GPU settings I overclocked because after the performance drop, I reset it back to default right away (using guru 2).

I removed guru completely and restarted, yet nothing changed.

GPU: Gigabyte GeForce GTX 970 Xtreme 4GB
MoBo: Gigabyte Z170X Gaming 3 Socket LGA1151 ATX
CPU: Intel Core i5 6600K Skylake 3.5GHz Quad-Core overclocked to 4.3GHz
CPU cooler: Cooler Master Hyper 212X Universal
Ram: Corsair Vengeance 16GB (2 x 8GB) DDR4 2400MHz
PSU: Corsair CX850M 850W 80+ Bronze Modular Power Supply (Normal)
SSD: Samsung 850 EVO 250GB
Case: Aerocool PGS Aero 1000 Mid

Screenshot from CS – on the Heaven Extreme benchmarks, SV and var values are off, which explains the FPS drop.
In Netgraph, it looks like SV and var are corrupted, but the FPS change is noticeable.

Consider reinstalling your drivers again. I just tried, but it didn't work :^[
