I recently purchased the GTX 1660 and connected it with a Ryzen 3 1200 @3.1GHz and 16GB of 2400MHz RAM. In games I see 35-55 FPS (all in low/1080p, SMAA1X). During fights it drops to 24-30 FPS. GPU temperature ranges from 61-65°C. I'm using the latest Nvidia driver and experiencing latency between 130-170ms.
Your speed could be the problem. It's quite fast. Most of the time I see it around 65-70. Apart from that, your hardware barely meets the basic requirements. Your processor matches the lowest needed standards, but it runs slower than those minimums. Performance is what you'd anticipate.
