I’m just starting out with overclocking and using an Asus B-350 F Strix with a Ryzen 7 1700. I have a full water cooled custom loop. My voltage is set around 1.35 with the offset, aiming for 3.95 ghz. I believed I had it all figured out. After stress testing and booting Windows multiple times last night, today I’ve managed to boot over 10 times but my task manager shows 1.34-1.36 ghz. CPU-Z reports voltage changes between 1.155 and 1.166. What might be causing this inconsistency? I’ve disabled all power-saving settings in BIOS and Windows Power Management is set to the highest level. I’ve tried everything possible. Please help me.

39.5 GHz is unrealistic. You shouldn't exceed 5GHz at 1.5 volts.

I had a mistake there, sorry about that. The speed was 3.95 GHz at 1.35v.
