Higher idle voltages for Ryzen have been consistent across several generations. This is considered normal.

It's typical behavior. When the CPU works hard, Vdroop happens and lowers your voltage to manage heat. Overclockers often increase frequency beyond stock specs, requiring higher voltage and using LLC to prevent instability. Running at stock settings means no such concerns. Your temperature is within safe limits—well above the maximum operating point (95°C), so 55°C is fine.

EDIT: For optimal performance and heat control, consider installing chipset drivers from your motherboard vendor site and apply the Ryzen balanced power plan in Windows.

A 1.4v reading is typical during a quick CPU spike. Without any ongoing processes, Windows still runs minor background jobs. This is usually just a short maintenance task hitting the core before it returns to normal.
