We require a phone, though we only have 12 Mbps. I think VoIP won’t use much bandwidth, but my mom worries it might damage our connection.

It varies based on your upload speed, but a VoIP phone usually consumes around 300 kbps at most. It only operates when it's actively being used.

It's disappointing since we're paying for a high upload speed, yet our cameras only manage around 0.4mbps. With AT&T, can we adjust the bit rate or sample rate to improve performance?

Aim for 100kbs up/down per active call. Be aware that other network traffic might impact VOIP quality if bandwidth is fully used. Consider using QOS to help manage it.
