It's a distinct downloadable file if purchased from GoG. On Steam, verify it's available as a DLC.
I didn't try this with Witcher 3 but this is how i changed my Dota 2 in game audio to Korean. Right click Properties Witcher 3 in your Steam Library. Go to Language tab and select Polish or what ever language you want since Witcher 3 support multiple language with full audio even Japanese which i'm gonna try later just for the lulz.
