It happens because your graphics settings are too low for your hardware. With only 14GB DDR3 RAM and an i5 4590, the performance will be limited, causing cutscenes to appear blurry. Upgrading your settings or using a more powerful configuration would help.

Many files are recorded at reduced quality or with modified visual options to ensure seamless transitions on older platforms. This explains the behavior you're observing.

Likely due to being video files rather than fully built-in assets, and the footage was captured at a resolution that was sufficient then but now appears grainy with modern displays.

It also happened with the Mafia Definitive Edition; I had to remove it since it was just unplayable. I couldn't see anything clearly and it looked blurry.

It seems like there might be an issue with the GPU, as I couldn't run the game even in titles like Mafia: Defensive Edition.

Seems clear and crisp to me. You don’t understand what’s causing the blur. It appears to be a normal high-definition 1080p photo.

Issues aren't present. The slight blurring behind her comes from focusing attention on her, similar to real life. Certain games prefer to blur backgrounds to mimic genuine focus.
