Both the CPU and GPU handle all the processing for video playback on platforms like YouTube and Twitch, which means it shouldn't really be the case.

I’d appreciate it if the system ran at full capacity on either the CPU or GPU. Lowering everything to a minimal setting would have improved performance slightly, but it was still operating above 20 frames per second.

Yes, there should be advanced options to adjust FPS when launching the game, either in the menu or when minimized. You can look into the settings to find this feature.
