Hello, I’m struggling to explain my issue clearly, so let's see if we can figure it out.

Within a game—specifically Fallout 4—I experience a peculiar problem: when I move my mouse, the background elements become blurry and you get a sense of disorientation. However, if I stop moving my cursor, the image returns to being perfectly sharp. Interestingly, I maintain a consistent 60 frames per second rate while experiencing this effect. Conversely, watching gameplay footage on YouTube appears exceptionally smooth; the user can move their mouse freely with crisp, detailed backgrounds and without any feeling of instability. It appears remarkably clear. Therefore, what’s causing this inconsistency?

I've attempted to resolve the problem by disabling and re-enabling VSync and motion blur, but neither solution proved effective. It feels as though I'm experiencing a 30 frames per second visual experience while playing on my PC, yet the YouTube videos appear to be running at a smooth 60 frames per second.

Could you clarify that? I’m considering replacing my screen. It's nearly a decade old, and just last week a black spot developed at the bottom, which seems to be growing. 😄
