The problem isn't Ram or Adobe Flash since Flash is disabled. In the GPU area of Chrome, performance relies on software with no hardware support, while rasterization remains a software-only feature.

Backup bookmarks completely erase a Chrome reboot on the PC. Look for any leftover files on the system, delete them from the registry, and remove almost anything you locate. Restart the PC, uninstall outdated video card drivers, reinstall the latest graphics drivers, update Chrome using FileHippo, and reimport your bookmarks.

Open Settings and turn off hardware acceleration. This resolved the issue after switching to an older GPU.
