It's quite straightforward to make a movie. You can also try Any Video Converter, which includes a basic editor. I don't suggest Premiere Pro or Vegas unless you're experienced—they're better for advanced editing. Buying Premiere Pro just for cutting videos isn't worth it.
You can re-encode the video in different ways. To reduce compression impact, set the output to the highest quality. While I usually use Adobe Media Encoder, it's included in their expensive Premiere package. You might find free alternatives worth trying.
