I planned to switch to the RTX3070 but faced compatibility issues. The debug LED remained lit at VGA and no signal appeared. After updating the BIOS, the Windows boot still didn<|pad|> (no video output). I tried several troubleshooting steps: reseating the GPU, checking in different PCs, using GPUZ, Device Manager, Task Manager. After updating BIOS, the process halted at VGA debug. I tested the GPU on another machine and installed drivers, but it worked fine. After clearing CMOS before and after the BIOS update, the RTX3070 was detected. I installed drivers, ran Furmark, and everything functioned properly. After installing the new BIOS, I switched to vBIOS, set PCI-E speed to Gen3, and changed the default graphics adapter to PCI-E because of the i5 variant. I tested with various HDMI cables and monitors, removed the AMD driver via DDU, and used a 64-bit Windows 11 OS. My specs include an i5-9400F, ASRock B365M, and other components. I’m considering reverting to the old RTX570 and searching for a new motherboard and CPU. It seems time to move forward with the upgrade...

Are you connecting the riser cable or directly inserting it into the PCIe slot for both the RX570 and 3070? The key distinction lies in whether they use PCIe 3.0 or 4.0, and you mentioned adjusting the PCIe version manually. Have you attempted to enable PCIe 3.0 on your 9400F for the x16 port? 'Auto' could attempt negotiation for PCIe 4.0, which your motherboard might not support, leading to an error. Forcing PCIe 3.0 may allow proper negotiation if needed.

GPU is directly linked through the PCIe port. I attempted to set Gen3 speeds on the x16 PCIe slot within the BIOS, but the VGA debug light remains active and there is no signal being sent.

Have you explored the lower slot? It might be worth the effort even though it means removing the motherboard. I’d also think about changing the VGA aux power connections, assuming the RTX 3070 needs more power. You could try using a backup power supply just for the GPU, turning off the PSU and only using the VGA aux. If the issue isn’t related to your motherboard’s PCIe slot, check for strange UEFI behavior or power supply problems (either PCIe or aux power). Otherwise, you could strip everything down to the bare essentials—fans, RGB, storage, one RAM stick—to see if it boots. Alternatively, try booting with both cards installed since you have two 16x slots, and see if the motherboard recognizes it or can boot at all.

Before updating the BIOS, I posted a new BIOS PC and was able to boot into the OS (still no video output). I connected via Anydesk, checked GPUZ and Device Manager, but the GPU wasn't detected. I plan to remove the motherboard and use the bottom 16x slot with the PSU from the test bench to see how it works. Thanks for the advice!
