I'm actually one of those who purchased a 13900k with a 4090. Now I'm facing an issue that's hard to fix after spending a lot of time. My CPU usage in games remains very low, which slows down the GPU significantly and results in almost identical FPS across resolutions—from 4K to 1080p with DLSS 2.0. The only change is reduced GPU load since the bottleneck stays at the same FPS. My overall CPU usage stays under 1% to 2%, sometimes up to 4% briefly, regardless of resolution. It seems like my CPU is constantly struggling while the GPU runs at around 70% in 4K MSFS. In Cinebench, I get good performance and full utilization. Drivers and Windows have been reinstalled multiple times, and thermal settings aren't the issue. XMP and rebar are enabled, but they don’t help with this problem.

I also had a similar situation with a 12700k and a Z690 Tomahawk board. I tried everything and eventually replaced both the CPU and motherboard, thinking the problem was on the CPU or board. RAM and SSD stayed the same. My RAM passed memTest86, and the SSD worked fine with WD Tool. The Z690 board had its BIOS updated to the latest version for 13th gen.

Anyone have any suggestions? Thanks a lot!

Your frame rates aren't matching expectations for this CPU and GPU setup.

They aren't, I mean the theatre still works (50-70 fps) in 4K MSFS but I notice stuttering which is normal under constant CPU load. At 1080p with DLSS extreme performance should jump significantly, yet I see the same frame rate. In CS:GO for example, I get around 370 in both 4K and 1080p, which is way below what I expect for this configuration. Time Spy would lag too. It’s running at just 0 to 2% usage, but it should be around 10% or more, especially in lower resolutions.

Check if the system operates at its specified frequency and confirm the power supply matches the requirements. Ensure the PCI lane is delivering maximum X16 bandwidth.

Someone else has encountered this problem too! Isn't it frustrating when the CPU stays low during gaming? Issues like frame rates dropping are common. Your specs look decent but might need tweaks.

You're experiencing the same problem repeatedly! Despite adjusting settings across all your MSFS games, CPU usage stays very low (1-4%). But with programs like Cinebench, you can push the CPU to its limits and achieve great scores. It's confusing and hard to solve. Your hardware specs look solid: 13900KF, MSI Z690, 4090 GPU, 32GB RAM, etc.

You're observing changes in how CPU usage is reported after switching to Windows 11 22H2. Third-party tools aren't giving consistent readings anymore—Task Manager is the only one that works fairly well. In games, the Nvidia overlay aligns with Task Manager, but generally you see less than 1-4% regardless of activity. HWiNFO also shows this trend.
