He upgraded his GPU from 960 to 1060 and played GTA V with us, but it ran at 10-20 FPS on low settings (sometimes just 2 or 3). His CPU is an i5 4460. You might want to check the game settings, ensure the GPU is properly connected, and see if updating drivers helps.
It's tough giving blind advice, but here are some tweaks: skip anisotropic filtering, lower MSAA, reduce draw distance, and adjust shadow quality and render distance.
Ensure it's running on DX11 for accurate performance data. Check which applications are active and consider opening GTA and using Task Manager to identify any resource hogs. Capture the screen if needed.
