my PC BIOS only boots once after 20 attempts, and even then everything freezes, making it impossible to get more readings.

i believed it was low because the cpu receives just 1 volt

the cpu is a celeron g550 with 2ghz. the motherboard is from asus, but i can't retrieve its model number because i can't boot into bios anymore. i assumed the psu might not be providing enough power, but if that's not the case, then the old mobo is likely failing. thanks for your assistance!
At any moment, the voltage on a standard CPU ranges from about 0.80V to 1.50V.
When the BIOS notices the CPU is under heavy load, it increases the voltage.
If the BIOS sees the CPU is idle, it lowers the voltage.
Your reading of 1.024V falls within this range and is normal.
While watching the voltage, especially during gaming or streaming, you'll notice the CPU voltage fluctuating.
