The Epic Games Launcher experiences major issues during downloads, successfully completing the game but freezing at verification points. Re-downloading the same game causes it to stall again at the same verification stage.

Start the game directly from the folder where you installed it. Don't stop the installation, it seems to have helped me and might work for you too.
