The modem features several Ethernet connections and your provider allows multiple public IPs to be assigned. Yes, you can link a second router to it as an independent local network. Be aware some ISPs add extra charges for additional IP addresses, so confirm with your service company.

It looks like you're aiming to set up an additional WiFi network on a different frequency channel, avoiding direct competition. The main challenge is that unless you can partially connect it wired so the device is closer, performance won't improve much. Distance and physical obstructions usually affect signal strength. Powerline adapters could assist, but their effectiveness depends heavily on your home's electrical setup. They might also interfere with DSL connections.
