The WMC Tool offers a feature to prepare a new drive before installation. If not available, you can use a bootable formatting utility on the same USB drive alongside the Windows 10 ISO.

It offers an alternative method. You don’t place the media creation software on the storage device; instead, you open it on the computer and generate a bootable file.
