It seems unusual. Are you certain every link operates at 25Gbps? Could a single faulty cable cause the drop to 10Gbps? Do the switches display any records where issues might be visible?

there are no issues, nothing appears. connections in the software are configured at 25G speeds. all cables seem functional—plugging any of them works (two cables, but only to the same machine). tested with two different types and two cables each type, checking both ports on all machines. the only problem is the one I need to fix. (photo of the non-working unit)

Are there any other connections linked to these switches? Are you certain they haven’t been set up from scratch? Do they appear to be factory reset? I’m not very experienced with Ubiquiti, but seeing you link two switches together via two cables like this raises some concerns. It seems one port should turn off if connected this way to avoid loops. Could it be that the ports on one switch are set up as a port-channel? That would explain their behavior. What would happen if you connect all three switches using RJ45 cables instead of the 25Gbps ports, so you use the 1Gbps ones for testing?
