Some projects exist, like Max Payne 3. It was handled by a group of 12 individuals lacking experience in PC development. They also declined to provide early review copies, which is usually a red flag.

The issue wasn't outsourcing itself, but the company they chose to work with. A tiny developer known for PS3 and iOS projects, not PC work.

I consistently hit 30 frames per second with the FPS cap enabled, until I shift the camera position. The game becomes very sluggish whenever I move it. I haven’t disabled the cap yet, but I’m not sure it would really help if the issue is just this kind of stuttering.
