Verify GPU and PCI-E ports are free. Consider using a different PCI-E slot. Attempt to detach the GPU, restart the system. Power off, reinstall GPU, then restart again.

Tried a different approach. Applied compressed air to clear the PCI-E connections. Swapped out the GPU and restarted several times before putting it back in. Despite these efforts, the issue persists.
