He upgraded the device to a 5800x and is testing its functionality. He believes it had intermittent issues and suspects a memory-related problem on the CPU. Are there any additional concerns you'd like to discuss?

The degraded cores are being overboosted by the stock PBO system. This seems improbable; a memory problem would be more typical, or issues like an outdated BIOS version and/or a faulty motherboard.
