You can create a Windows 8.1 ISO and burn it to a USB drive using free tools like Rufus or Windows Installer. You don’t need to purchase it from Microsoft directly unless you want the official version.

You can purchase it from MS or retailers like Newegg and Amazon. Just use a Windows key to burn a win8 CD or USB drive as needed. You can locate the ISO and key on the Microsoft website. The download page provides both files for installation. Choosing English (Download) will give you the software along with a Windows installation key.

She purchased Windows 8.1 on CD about a year ago and used the key just once. It’s possible the key is still valid, but it’s best to confirm with the original source or check if it’s still active.
