There was some adjustment needed to get the system running, but I tried changing startup options and removing programs, yet the F8 method didn’t work. I’m stuck without being able to open Windows.

Start with a laptop and destroy it. Take a friend's computer, burn it, then purchase a new one for $90. Save the burned parts onto a flash drive. There are many choices available.
