Based on that level of detail, it seems like a lightweight Linux distribution is the way to go. Give a few options a try until you get the vibe you want. I’d recommend Elemenary or Neon, though I’ve mostly used them on a 64-bit VM. The minimum specs I’ve tested include a tri-core AMD PC with an SSD, which might affect performance.

You may use a standard distribution, but add a lightweight desktop environment such as LXDE. It should work well and keep you updated on important releases.
