Use just 2 of the 8 cores when running GTA 5 for better performance

On Sunday I noticed my GTA 5 game was only using 2 cores.
While streaming everything would stutter, even my browser and Discord were fine.
It only happens when the game is in focus, otherwise it works okay. Lol
The only settings I changed just before this issue occurred (or at least noticed it) were texture and shader quality, which went from very high to high.
I have an i7-3770 and GTX1070, and my setup was performing well before.
