It often happened before and it should have launched quickly. Both computers stop running it when Chrome isn’t active. You might want to check what’s stopping it from starting automatically.

Navigate to preferences and scroll further. Look for the small option labeled 'Permit Chrome to run in the background'. Ensure it’s selected.

I understand what you're saying. It seems like you were expecting a different setup. Do you really not have any background apps installed? That way, Chrome shouldn't be able to run in the background. Are you certain there are no extensions or other programs that could use that feature?

I don't think any of those run in the background because there's not really much of a point (i.e. why would you need adblock running in the background if you closed chrome?). One app I'm sure of that runs in the background is Google Hangouts. You can install that temporarily just to check that the 'run apps in the background' option actually works.

It doesn’t appear to function as expected—I can’t recognize any changes or effects from Chrome, especially since it’s running and visible on the taskbar.

It seems Hangouts isn't set to run quietly in the background by default. You might need to restart Chrome or your device to enable that behavior.

Alrighty, I need to finish up some work but I'll do the Windows restarting thing. Also, BTW, I have Chrome set to open a tab on the startup of Windows 7 (and the same for 8.1 on my laptop). Would that affect it in any way?
