Look for a router with multi-WAN support. While I use pfSense, I wouldn't suggest it for smartphone tethering because it might not boot if an interface is missing. When you enable tethering on a connected phone, a virtual interface appears but vanishes after the router restarts. A better option would be a device that runs OpenWRT.
