Many are discussing how the RTX 4090 might struggle as a CPU bottleneck. Will pairing it with the 13700K still cause issues? You might want to look into the 13900K as an alternative.

Feedback isn't available yet for either the 13900K or 13700K models. We'll wait for their release before deciding. In practice, any edge the 13900K might have in games can likely be replicated with a solid overclock on the 13700K.

See several GPU reviews where most people discuss it. The focus varies based on the game and its graphical needs. In some less intense games, it struggled even with a 5800X3D running at 4K.

GN conducted their tests using a 12700k and didn’t notice CPU issues. It seems the xx900 line probably won’t be needed unless you boost your graphics settings.

My order should arrive by Monday, I'll update you if there are any issues. My brother's device is 5600x and he can try it too. I'll keep you informed.

They did use CPU bind, CPU cap or other synonyms for "bottleneck" in several of their benchmarks, at least for 1440p, several times. Here's Tomb Raider: https://youtu.be/j9vC9NBL8zo?t=1296 As I said, it depends on the game. For example GTA V runs into the engine cap, meaning it can't run any faster than 185 fps, because the engine doesn't allow it despite having enough performance on both CPU and GPU.

Thank you for your feedback. It seems I should have mentioned the bottleneck issue when working in 4K. It appears we’ll need to wait and observe how it plays out, especially since I’ve already secured the 13700k.

In 4K and beyond it hasn't happened yet. 1440P is fine, but we're focusing on 200 FPS. Does it really matter if it becomes a bottleneck? Once more demanding games release, it should be able to handle it without issues.

I believe the main issue is more noticeable at lower frame rates, such as 30 to 40 fps in a game where a stronger CPU could hit 100+. Or if you're pairing your 4090 with an i3. It doesn’t seem too concerning. You’re getting the 13700k, which should offer more cores and over 10% better performance per instruction compared to the 12700k. You’re right. In Tomb Raider, they were only running high settings and turned off ray tracing. Perhaps this was a way for GN to test with demanding options, but you can easily raise graphics settings even at 1440p. If your CPU is still limiting performance, aim for around 200 fps without ray tracing. By definition, it could be a CPU bottleneck, but that’s okay. With newer games putting more strain on the GPU, this issue should lessen over time.

Typically the 13.6K model works well enough. It really depends on your needs. If you're aiming for perfect performance, you'll need the most powerful processor available.
